Joseph is a litigation attorney primarily focused on professional and general liability defense and insurance coverage issues. He also represents professionals and businesses before administrative agencies and licensing boards, and with OSHA/WISHA and HIPAA compliance. He has taken multiple cases to jury verdict, bench trial, and arbitration and has briefed issues before the Oregon and Washington Supreme Courts, ranging from chemical exposure presumptions in workers’ compensation claims, statutory interpretation, and administrative agency appeals.

Prior to joining Brisbee & Stockton, Joseph served as General Counsel and Senior Policy Advisor to the Minority Caucus in the Oregon House of Representatives and as a litigation attorney at two prominent Portland-based civil defense firms. He received his JD from Willamette University College of Law in Salem.
